A proposal to split California into six states continues defying expectations. The initiative's petition collected 1.3 million signatures; enough to put the question of whether California should be split-up onto the ballot in a referendum two years from now. Advocates of the plan say the state's massive population, economic disparities and political diversity cannot be appropriately managed by a single unified government.
